Billing Notifications

Billing notifications summarize meaningful customer-visible billing state changes.

Implemented emitters:

• billing.subscription_updated when billing grants add capabilities.
• billing.subscription_canceled when billing grants revoke capabilities.

Reserved events:

• billing.subscription_created
• billing.payment_failed

Provider-specific webhook code should emit one clear customer notification per meaningful state transition instead of mirroring every provider event.
